 CHAIRMAN RICK HALFORD called the Senate Rules Committee meeting to            
 order at 2:53 p.m.                                                            
 SENATOR RIEGER moved and asked unanimous consent that  SB 92  (REAA           
 ADVISORY VOTES) be approved for calendaring at the Chair's                    
 discretion.  Hearing no objection, it was so ordered.                         
 CHAIRMAN HALFORD opened the public hearing on  SR 5  (NORTH PACIFIC           
 FISHERY MANAGEMENT COUNCIL).                                                  
                                                                               
 SENATOR ZHAROFF, prime sponsor of SR 5, said the resolution is in             
 response to the host of opposition to the nomination of Clem                  
 Tillion to a seat on the North Pacific Fisheries Management                   
 Council.  He said throughout the years Mr. Tillion has been quite             
 controversial and from his comments has created a lot of                      
 divisiveness throughout the fisheries communities in the state.  He           
 stated he has received numerous telephone calls and public opinion            
 messages in support of the resolution.                                        
                                                                               
 SENATOR LITTLE noted that she has had approximately 12 calls from             
 people who favor the resolution and only two calls opposing it.               
                                                                               
 There being no further testimony on SR 5, CHAIRMAN HALFORD asked              
 for the will of the committee.                                                
                                                                               
 SENATOR ZHAROFF moved and asked unanimous consent that SR 5 be                
 passed out of committee with individual recommendations.  Hearing             
 no objection, it was so ordered.                                              
                                                                               
 SENATOR ZHAROFF moved and asked unanimous consent that SR 5 be                
 approved for calendaring at the Chair's discretion.  Hearing no               
 objection, it was so ordered.                                                 
 There being no further business to come before the committee, the
